The sign in the photo reads "Pay your taxes, build the nation." It comes from a useful article (in French) in the respected publication Jeune Afrique, which cites a recent OECD report:

"While a number of African countries in 2010 celebrate the 50th anniversary of their independence, the time has come for a continent which still depends too much on capricious and unpredictable financial flows originating from overseas, to cast a new eye over taxes: a potentially unexploited source of money worth billions of dollars.
