The tax consensus has failed!

We have pointed before to Alex Cobham's study on the so-called Tax Consensus, from the Oxford Council on Good Governance (though he is now with Christian Aid.)

Entitled The tax consensus has failed! it looks at the failures of years, even decades, of tax policy advice in the field of international development.
The tax consensus must be consigned to history - to allow countries to re-establish policy space and put a range of options back on the table.
